Raised on Long Island, New York, Cathy later moved to Florida, where she studied Political Science/Public Administration at Florida Agricultural and Mechanical University (FAMU) in Tallahassee.
A devoted wife of 45 years to Degrando Franks Jr. Cathy is the proud mother of three children and grandmother of six granddaughters.
In 1986, she accepted Jesus Christ as her personal Savior, a decision that transformed her life and deepened her commitment to serving God.
Cathy retired from USAA in 2021 after 23 years of dedicated service.
Throughout her Christian journey, she has faithfully served in Women’s Ministry, teaching ministries, and other areas of church leadership. She currently serves as a Sunday School teacher for preteens, helping young people grow in their faith and understanding of God’s Word.
Her life is guided by scriptures such as 1 Thessalonians 5:18, which encourages gratitude in all circumstances, and Philippians 4:12–13, a continual reminder that through Christ she can endure every season and accomplish all He calls her to do.
